14) reconstruction of capital construction objects (excluding linear objects) - changing the parameters of a capital construction object or its parts (height, number of floors, area, volume), including adding floors, rebuilding, expanding a capital construction object, as well as replacement and (or) restoration of load-bearing structural elements of a capital construction object, excluding replacement of individual elements of such structures with similar or other elements improving the performance characteristics of such structures and (or) restoration of these elements;

3.4. During the reconstruction (reorganization) of existing workshops and objects of main, auxiliary, and service purposes of the enterprise, typically without expanding the existing buildings and structures of main purpose, associated with improving production and increasing its technical and economic level, carried out according to a comprehensive project for modernizing the enterprise in order to increase production capacity, improve product quality, and change the range of products, mainly without increasing the number of employees while simultaneously improving their working conditions and environmental protection, the following measures may be implemented:
expansion of individual buildings and structures of main, auxiliary, and service purposes in cases where new high-productivity and more advanced equipment according to technical specifications cannot be accommodated in existing buildings;
construction of new and expansion of existing workshops and objects of auxiliary and service purposes;
construction of new buildings and structures on the territory of an existing enterprise of the same purpose instead of those being liquidated, further operation of which is considered unprofitable from technical and economic conditions
