9) urban planning regulation - permitted uses of land plots within the boundaries of the corresponding territorial zone, as well as everything located above and below the surface of land plots and used during their development and subsequent operation of capital construction objects, maximum (minimum and/or maximum) sizes of land plots and limiting parameters of permitted construction and reconstruction of capital construction objects, as well as restrictions on the use of land plots and capital construction objects;
1. The urban planning regulation determines the legal regime of land plots, as well as everything located above and below the surface of land plots and used during their development and subsequent operation of capital construction objects.
2. Urban planning regulations are established taking into account:
1) actual use of land plots and capital construction objects within the boundaries of the territorial zone;
2) possibility of combining different types of existing and planned use of land plots and capital construction objects within a single territorial zone;
3) functional zones and characteristics of their planned development, defined by documents on territorial planning of municipal formations;
4) types of territorial zones;
5) requirements for the protection of cultural heritage objects, as well as specially protected natural territories and other natural objects
