User
(iv) In this Declaration, the term "user" means any individual or group of individuals acting independently or under the auspices of any governmental or non-governmental organization for the purpose of gaining profit or on any other grounds, responsible for the use or consumption of the results of creative work in any field, including in particular those mentioned in Article 2(iii) above.
